Default Bright headlight...high beam not on

My girlfriend's 98 Accord has a blinding headlight. The left side is so bright that it looks like the high beam is on. Both the lightbulbs are the same watt. Does anybody what what's wrong or what I can do to help fix the problem?

the Driver side???? if the Highbeam is on, you should know it when looking at it or lookin at the gauges or something like that (I don't know the terms well)

let me put this the easiest way: normally, only 1/2 of each side headlight is on, the other half is for High beam. If you see the whole head light is on - 2 bulbs on each side, that means High beam is on, if it's one side on and the other side's off - High beam on, One side blew its bulb. (i'm making it's confusing isn't it??)

Brighter than the other side? make sure there's no NOZZLE lights or anything drawing power from that light only.

all these things run on relays built into the cars circuitry, you may have a wiring fault somewhere where the relay for the left highbeam is turning on even when your switch is off and the guages confirm that they are off. Also, check the harnesses connected to each bulb to ensure they are connected properly.

there is a little bolt on your headlight next to where you put your light bulb into. i believe if you turn it to the right the headlight will aim up and if you turn it to the left it will aim down or vice versa. i am almost positive that this is your problem. try this first since it cost you nothing to try it. if it is still bright then take it to a dealer.

park on a level ground in front of a wall at night, about 10 ft away. the left and right beams shining against the wall should be even.
