Default Starting problems

I have a 97 accord with a 4 banger in it. For some reason it doenst want to start after a good hard rain or when its really muggy outside. If I was to wait a couple of hours and try it again then its fine, or if I wait overnite and try in the morning its fine and starts up like its nothing. I have looked at the wires and the coil pack and I dont see any visible damage to them both. Its getting gas cause if you crank it for a bit you can smell gas and its sparking. Its almost like on an old car when you get water in the distributor it wont start. But I just dont understand why it only does it when its raining or has been raining. Any help will be appreciated.
