Default 04 Climate Control No Functioning

I have a '04 EX-L V6 with Navi and there is a problem with the climate control.

The blower only makes 1 or 2 revolutions when the car starts up and then just sits there. Does not matter what level of speed I have it on (Auto, 1-5) or what the temp is. All of the dampers are working correctly and I checked the fuses in the cabin and in the engine. The relays in the engine box seem to be ok (I sent 12v to them and the close). I even swapped like ones to make sure that the problem did not move to another system.

I took the blower out of my '01 and saw the same problem in the '04. The '04 blower worked fine in my '01. I know they are different sizes, but they have the same connector.

Is there a hidden relay or a thermal fuse somewhere? Ideas on how to fix or locate the problem?

it could be the control module/switch interface for the a/c

I think that I have it isolated to the Climate Control Unit or the Blower Power Transistor. Now I just have to figure out a way to test the Blower Power Transistor. The one in my '01 Accord is not a match, nor is my parents '03 and '04 TL's
