93 Accord EX - top middle vents not working

93 Accord EX - top middle vents not working
The air is not blowing out of the two middle vents on the dash. I can hear the flap in the blower housing open/close when I push the button to change the airflow from lower to upper. The side vents work fine. I have changed the blower motor out in the last year but they were working after that so it should not be something I did. Any help is appreciated.

the side vents work in all positions.
the only reason why they would be blocking any air in this condition will be if they were closed manually.
does that flapping sound normal? or does it sounds like its struggling.
