Default Rear head restraints should be standard!

Today around noon, I was in the back seat of an '06 Ford Taurus waiting to turn left at an intersection, and the car was rear-ended by a Dodge Ram at speeds of about 30 mph. I had my seatbelt on and got whip lash while receiving no outward injuries, and I thought to myself...if the car had rear head restraints, I probably would not have received such painful injuries. I also thought why rear head restraints (like those found in all new Honda models), at least on outboard seats, have not been made mandatory just like front airbags have and TPMS will be. I'm fine and on medication to relax my muscles and to help me with the pain of whip lash...but was just wondering if anybody new the answer as to why rear outboard head restraints have not been made mandatory on all vehicles available in the U.S..
