Cai Carb Legal

what makes a CAI carb legal? the filter? piping? both? say if i have a custom CAI, if i replaced the filter with k&n, would that make it CARB LEGAL??

the whole CAI system is tested and certified C.A.R.B. exempt so unless it has that sticker it'e not legal...
