It doesn't state anything about aiming in the car manual, but I did get a Haynes workshop manual for the accord and it shows exact details of where the aiming screws are. The thing is, I may only aim them vertically not horizontally (no screws for that). If I have some time tomorrow, I'll try to post some pics of where these are located.

headlights are aimed to spec from the factory.... sounds like your kit came with crappy bulbs.

 

THe mounting base on the lights could be uneven, pointing the lights up.
