your foot has to be on the brake pedal,
for many newer cars to shift out of park.

Try a full tuneup, to start.
Plugs/cap/rotor plug wires.

i really cant follow u. what is jakes? surges, cuts out? any vibrations or noises when the problem occurs? how many miles on the car and what trim dx lx ex? do u have a tach? if so is it jumping up and down alot when this occurs? im assuming this is an automatic tranny? what is the fluid level and the color of the fluid? is the green light flashing at all in any of the gears when the problem occurs? does it light up at all? is this the original transmission and if so any repairs done on it? at the age of the car if its the original it could be failing.

other areas to look at would be your ignition switch on the steering column. the interlock solenoid by the gear shift. it could be the switch on the brake pedal that isnt allowing u to get out of park. the last 2 would apply to having to use the key to get the shifter in gear.

when was the distributor replaced last? O2 sensor?

All newer cars, that's a federal requirement. But the solenoid that releases the shift lever can be flaky (it's 16 years old...)

2nd the tune-up. Mikki: How old are the spark plugs? When's the last time it had a tune-up? Is the airfilter 16 years old? Fuel injected or carburated?

For the check-engine light... In 1990 the ECU's ability to store error codes was sorta primitive, but search around for a procedure for your year/model. It changes depending on the year. Maybe you simply pull back the carpeting & watch a blinking LED. Later years, you find a particular plug, jumper it with a paperclip, & watch the CEL blinking it's code.
