Engine revs while in park: 1999 Accord coupe
***To start off, my vehicle had not been driven for 3 months while it was being shipped overseas (military)***
While the car is in park, the engine will rev up and down between 1k rpm and about 2.5k rpm, or stay reving around 1k rpm. When in drive and I come to a stop on level ground then let my foot off the brake, the car will accellerate up to almost 20 mph without even touching the gas. Also, if I engage the parking brake (which i know is good) while in drive on level ground, the car will try and go forward with the back brakes locked up, like if I were pressing the gas. Listed below are some other problems that I've encountered since receiving my vehicle that might aid someone. Any information on what might be the problem will be greatly appreciated since I'm in a foreign country and its kinda hard to get work done on vehicles without them ripping you off or adding more problems.

I cant help you with all of the problems in your list but I can help you with your A/C, go to an auto shop and tell them to recharge your freon. If they do, your A/C should be back in business
Cars haven't used freon for 15 years. The 6th gen Accord uses R-134a as a refrigerant.
Anyway...the A/C could be a lot of things, as could other stuff. I recommend you buy a Helms service manual and troubleshoot them or take it to a Honda dealership.
The idling problem has been discussed hundreds of times on here, so do a search...it could be an EGR problem, maybe you just need to run some seafoam throught he engine, maybe some lucas fuel injector cleaner, etc.

There you go! The man has given you the correct answer. Anyways my last car(1994) had the same problem and it was still using FREON but I'm telling you it wasn't 15 years ago and my ex-gf's car which is a 1997 still uses FREON. Do the math.

I have almost 20# of it in my garage... use it in my beater Toyota and my 91 HB Si 
IACV gummed up???? Does it do it when hot, cold or both?? [see below, too, could be the hot engine]
Thermostat?? Low coolant?? Cooling fan(s) inop?? Does it run cool when moving at highway speed?? Bad temp sending unit?? Bad temp sending unit (may be more than one) with throw all the ECU calcs off and it can run like crap.
All the factory CD players suck. What's wrong with the seats and cruise??
Did the thing run OK before you put it on the slow boat to China???

The most likely culprits are:
1. Throttle position sensor (TPS)--usually has to be replaced along with the throttle body
2. Idle Air Conrol Valve -- a good cleaning might do it
3. a vacuum or air leak someplace by the intake manifold
