Default weird A/C problem (96 accord 2.2 L)

OK I have a gauge connected to the low side of the a/c line, and it reads 40 psi. The compressor is brand new. When I turn the A/C on in the dash, and measure the voltage going to the compressor (to turn on the solenoid to engage the clutch), it reads 1 volts, sometimes 2 volts, sometimes 6 volts...it seems very erratic. What could be causing this? Should it be 12 volts to turn the clutch on???? Is there a fuse or relay? The relays in the fuse box are not labeled so I do not know which one to test.

if the clutch engages fine then it's not a voltage problem! also is this a brand new honda compressor or a rebuilt one ? as for the readings how nuch freon is in the system right now ? as if you overcharge a system you will get hot air also 40 on the low side is normal whats the high side read ?
