Default 94 Accord E Brake not working

My Emergency Brake for my 94 Accord is barely working. If there were to be an emergency I would be screwed and would have to coast basically. I tried tightening the bolt underneath the center console but it only seems to tighten the handle for the brake itself. Is there a specific brake for the e brake itself that could be worn? I dont know how the e brake got this way since I bought it like that about 2 years ago. Any ideas?

its possible that your rear brakes are shot... the e-brake only controls the rear, and theres a good chance theres not enough pad to act as an e-brake. check the pads (or drums if its not the ex model)

It is the EX Model, but I just got new brakes like 2 months ago. So I dont quite understand why it wouldnt work. Maybe I should fool around with tightening it a little more. Thanks for the help.
