Gauge Cluster Not Working Help

I replaced my gauge cluster cuz it just stop working so i got a used one from the shop now i am having the same problem. the lights turn on but non of the niddles work and the milage doesn't work either. please help

I would check all the fuses and fusible links under hood. Pull all the fuses out one at a time, make sure they work. Check them with a tester. Visual check is not the best one.
