are tune-up's worth it?
Flush = Hook up a machine to your tranny and flow new fluid through thus pushing out the old fluid. This is NOT recommended for Accord trannies. The dealer should not ever offer this for you.
Fluid change = Change the fluid that's in there. I think about 3 or so quarts are trained out (like an oil change) and then replaced. Honda ATF fluid is the BEST fluid to use for your Honda. Ideally, after having a tranny fluid change done, you would drive around for awhile and then come back to have it done again. This ensures that most of the fluid in the tranny is freshened up.
A tranny fluid change for the Accord will run you usually around $60 or so. If you have 80K+ miles, and you think it's never been done, then it's probably a good idea to do this anyway. Will it fix this supposed issue you're having? Can't say; but it would be considered part of any good tune-up/maintenance program you should do with your car anyway, just like changing the oil regularly or anything else.
For the $250 you were quoted, I'd almost guess maybe that a tranny fluid change was included as that is a little high for a basic tune-up. But you can always ask for a breakdown of what IS included for that price, etc. Don't go in blindly.
If you're even slightly mechanically inclined and have the time, half a Saturday or so, you can do all the basic sorts of things yourself and then you just pay for parts and fluids, thus saving a LOT of mula.
