Default Whistling sound when A/C button is on recirculate

1996 Honda Accord LX. Ok. This is an odd problem and I can deal with it but it sure is annoying. Every time my car gets over 60-65 and the recirculate button is on, whether the A/C is running or not, there is a constant whistling sound. It's almost like the panel or dam that shuts out the outside air is not closing all the way or something.

Does anyone know:
1. What causes it?
2. How to fix it without giving up an arm and a leg?

Any help would be greatly appreciated!!

Have you checked side vents inside the car. I believe you can close and open them individualy.
That's the first guess. The second one would be to check the grid below the windshield for any obstruction (leaves, dirt, etc).
