it pretty much decreases the probability of a hydrolocking... but not by 100% tho...

humm....so if i upgrade to a CAI, it means i am risking my car to a hydrolocking even with a bypass value.

First off you need to know if your state alows intake mods and if so you need a good intake with a carb #, and a bypass valve just stops some of the water from reaching the throttle prevent hydro lock(water in the engine). But dont go cheap buddy that sort of mod needs to be good, because we are talking about the frist thing that is going to go through your engine from start to finish. I would suggest a AEM intake pipe short ram so you dont have to worry about water reaching your engine(also AEM because it mounts great on your cars body preventing it from falling off) then with a K&N filter because well those filters are the best and that 1,000,000 mile warrenty cant be beat.
so yeah thats would be the absolutly the best thing

P.S DONT GO CHEAP ON THAT INTAKE MOD

anything is a risk.

Your best bet is an AEM SRI (short ram intake). It is very difficult to hydrolock one of these because it resides under the hood.

Correction: LUND means a penis in my language....lol
but he's got a point. If it rains alot in your area then go with a SRI(AEM or some other good brand and leave the resonator in the car. If it doesnt rains alot like here in Vegas, you can get CAI with a Bypas valve to be safe.
Its realy up to you.

P.S. SRI sounds louder than the CAI. IMO

EDIT:

this is very convincing, courtesy of "JL95AccorD"

cut a little hole halfway up the straw
suck on it, you get air
submerge the other end back in your drink
suck on it.
if you dont suck on it really hard, you will just get air.
When water reached the bypass, the air just continues to flow in through the bypass filter and the water (or beer) stays below.
If you suck really hard enough (reving really high), you might get some water through... but then again theres no reason to be reving high if you are driving in rain and puddles.
maybe I'm the bored one that just thought of that little experiment. lol
