Default Problems with '92 Accord LX dash and tail lights

Sometimes when I turn on my headlights, I have to wait for the interior (radio/dash/etc.) and tail lights to turn on. This may take anywhere from a few seconds to 15 minutes or more. Also, when I open the driver's side door, the overhead light seems to have a 1 in 100 chance of turning on. The same goes for the chimes that sound to indicate whether the key is in the ignition and/or the headlights are turned on. This problem has been ongoing for at least a year's time; I have since replaced the battery, yet the problem persists. I have also checked the fuses, none of which are burned out. A solution to this would be much appreciated.

maybe the headlamp relay being slow to "energize" the cluster.
