its in valet mode. are you talking about the OEM alarm or and aftermarket alarm?

You're in Valet mode. It has to be an aftermarket alarm cause I don't think the stock alarms have valet mode, only valet keys.

Find out where the valet switch is, It's normally a little red button. Turn the car on, BUT DON'T START THE CAR Press and hold that button for about 5 seconds or until you hear a chirp and you should be set.
That feature is there so the car wont lock when the door is close. Normally valet guys leave the keys inside, or in your case the person who did your inspection would leave the keys inside and close the door.
