eratic idle on 94 F22B1

idle is eratic but when you clutch/brake (manual tranny) the idle stabilizies.
what i mean by eratic is rpms rising to about 1800 then it seems like the ecu cuts the engine back and it continues on and off. any help would be slick.

check the vacuum hoses leading into the intake, and all the vacuum lines around it. just make sure they are all tightly connected.
