Failed capacitors are a known problem in the 5th generation Civic (1992-1995) and I had to replace the C14 capacitor (this one is known to fail in the ECUs), and failure resulting in a leaking capacitor could lead to a damaged circuit board.

If this is an known issue with the 5th generation Accord, I would probably preemptively change out one or more of the capacitors.
