Default Brake Problems

I drive a 95 Accord, my problem is that everytime I come to red light/or a stop sign, when I step and hold on the brake pedal the pedal slowly goes down and the car begins to move forward, I end up with my foot on the pedal all the way down in order to prevent the car from going forward. I tested it on a hill, and to put it in simple words, I have to use the emergency hand brake in order to prevent the car from going forward. Any suggestions to what my problem could be? By the way, I changed the entire brake fluid from the lines. Would I have to replace the master cylinder? if so which would you recommend for good performance, if there is such a thing?

It's definitely the master cylinder, and I don't believe there is such a thing as a performance master cylinder. The dealer is preferable, otherwise I'd say anywhere but Kragen/Checker/Schucks, or Pep Boys.
