Default Cooling Fan Question

I have a '92 Prelude S with 127K on it. I just had a shop replace my timing belt, water pump, cam seals, and everything else that is usually done with the timing belt, plus the radiatior flush.

Now, after driving the car even for a couple of miles, and turning off the engine, the cooling fan stays on for at least 15-20 minutes after the engine has been turned off. The weather has been real cold here, around freezing, so I definitely don't think the fan should be coming on. It all started after they worked on the car and it had never ever done that before.

I called the shop and they said they did not even touch the cooling fan or the sensor area but it's very interesting that it all started after I picked it up from them so I can't help but assume that they did something.

One interesting thing(maybe a clue), is that when the engine is off and the fan is going, as soon as I insert the key into the ignition and turn the key one know(without starting it), the fan goes off and stops. As soon as I take the key out again, the fan starts up again and goes on for another 15-20 minutes.

Any ideas what in the world is going on? I appreciate any feedback on this. Thank you.

PS. When I called the shop to ask them about this, first thing they asked me was if I had the AC turned on. The answer was no as the car doesn't even have air conditioning. Thought you might need to know this.
