what is the starter signal fuse?

My 89 accord has 2. Both in the underdash fuse box, One is located on the side of the fuse box and the other is on the top row. Both use a 7.5 fuse. The one on the top has continuity, but the fuse on the bottom does not. Why does 1 work and the other not?
