Default CV Boots and Alignment

I just got 4 brand new tires put on my '92 Accord and when they were
taking off the old tires, they suggested I get a 4 wheel alignment since
the wear on the tires suggested poor alignment. I also recently got an oil
change and the repair shop noted that my right inner CV boot clamps
are loose and the recommeded rebanding them since they are leaking
grease. It would cost $125 to do this. Is this a fair price? The car only
has 35k miles. Can CV boot parts go bad at this many miles? I know
nothing about CV boots but if CV boots are an item that's bound to go
bad, should I just replace the whole boot instead of the clamp? Should
the CV boot clamp rebanding be done prior to the alignment or does it
matter?

I suppose the bands or even the boots themselves can go just from age instead of miles. After all, they're 11 years old. If they're just putting a hose clamp on $125 is pretty high. I hope they're cleaning it out & putting fresh grease in there.
