The civic ex stock has 125 hp to it and 106 lb-ft of torque. The integra RS has 142 hp with 125 lb-ft of torque. Now if he has vtec put into the car and I'm assuming he built it properly so that he doesn't blow anything up then there is no way in hell you could win unless he is just plain horrible at driving. I say this because the vtec alone would have added more than the 17 extra horses that you have the edge on him with. As for the torque issue you should be able to take off faster then him but he would still win in the long run.
