well depends on how much you wanna spend. I/H/E should be first. Cams are good but you may need to change other internals to support it (retainers, springs, etc). Pulleys are a cheap hp gain, esp. if you have an automatic. Check out www.Gude.com if you have $1600 laying around after I/H/E.
