No, you just loosen the upper most nut on the top of the bracket. Once it's loose, you can turn the odd shaped nut on the inside of the bracket.
Put it back in the notch and tighten the upper most nut again.. done. 
I'll try it a little later if it gets cooler. It's like 95 degrees here in NY. Thanks though.
