It's probably because you have your AC set to "fresh" instead of "recirculation". When it's on fresh more air gets blown through when you drive and it seems like it's stronger and then when you stop it goes back to normal. Keep it on recirculation and it will keep a constant amount of air coming out of the vents regardless of how fast you drive. Just my .02.
