I used 96-97 because as you can see in the pictures the 94-95 has an indentation to match their bumpers which would not go so well with ours. you basically just have to cut like an inch off each end and then screw it down.

unfortunately it turned into this...




... twice.

so now I have a stock 94-95 lip



in conclusion yes you can use 5th gen lips on 4th gens with a bit of customization.
