Default dim headlights

my boyfriend just installed new headlights on his 98 civic ex. he said he noticed before he installed them that his headlights were really dim. ever since the new headlights..they are very dim...hi high beams are less bright than his low beams would normally be. would this be because he just needs new bulbs..they might be out and corroded? or do you think it could have something to do with his alternater? everything else in his car is running fine, all the electronics, and it starts fine. so do you think it would be his alternater..and his lights are just running off the battery? or do you think he just might need new bulbs?? thanks!
