where do the lines for JDM get drawn?
JDM is exactly what JDM stands for Japanese Domestic Market. If you have to order a part from Japan then it is JDM. Spoon, Mugen, JUN and all those other manufacturers from japan are considered JDM because they are made in Japan. JDM isnt just Japanese OEM.

Do you think people in Japan have a USDM style? to turn their clean cars into stickered up, indiglowed ricers?

i guess its the way that you use JDM. JDM could be anything from japan. but JDM and indiglo should never be in the same sentance anywaise. The JDM that everyone is talking about is a look, the "clean" look. I think that JDM styling is a combination of Japanese OEM and certain Japanese aftermarket manufacturers. Its not just buying everything stock off a Japanese car, i think it involves some Japanese aftermarket too.
