Default air conditioner on 2003 civic lx sedan canada

Hello.

I'm a new owner of a civic lx 2003 sedan. I was wondering if it's normal that the air conditioner gives the coldest air only when I'm on the highway for after a long period?

Any other time when driving on local roads the air conditioner doesn't really seem cold.

is this something that is normal with civic's?

are you recirculating the air or letting it come in from the outside?

Default not recirculated air

the air is not being recirculated.

then thats normal.

if you recirculate the air it'll stay the same no matter how fast or slow you are going.
