I'd go shocks and springs, or you could get a used d16y8 and throw that in. I picked up a full d16z6 swap for 300, so I'm sure you could find something for 500. That would be a nice upgrade.

i have kyb AGX adjustable struts and eibach pro kit springs (1.3-1.5" drop) i am very happy with my setup.. if you wanna go lower i'd suggest the eibach sportlines or H&R sports.. as well as different struts maybe tokicos since konis are out of your price range.. going lower than 1.5" on agxs voids the warranty... if you wanna adjust the ride height, ground control is the only way to go.
I've got a Used Set of EIBACh Spring for sale for a 96+ civic (pro-kit) $110obo ~ hit me up w/ a PM!~

why spend 500 on suspension if the timing belt is about to snap?:ugh:
YOU SHOULD THANK THIS MAN HE IS A SMART ONE:thumbup:
IF THIS HAS ALREADY BEEN DONE SPEND IT ON AN AEM CAI NOT A ICEMAN CAI, AND EIBACH SPORTLINES.

those are about the prices I paid, but then again I'm a bargain hunter.
200 for a painted front lip is a bargain? I got my 00 si lip in black for 40 and got it repainted for 35 more.

Forgive my usual newbie idiocy, got another question.
If I go with ground-control coilovers, do I need to replace the stock shocks on my car? Or are the coilovers something that come with their own shock, like its own packaged deal? let me rephrase:
If I get springs I haveto get new shocks
but if I get coilovers do I haveto get new shocks?
Thanks again for all the comments guys.
