exactly what it says, a breather.

There is a hose connecting between the valve cover & intake tubing. Remove this hose, place breather on valve cover & plug the intake. This is not performance . . . Breather allows unburnt gases to escape, normally they get sucked back in the intake & burnt again.

Is it better to re-burn the gases or buy the filter for 10 bucks every once in a while?

Catch can? Thats the same thing as your coolant overflow bottle except for oil.

Its better to burn than let sit in the valve cover. For racing purposes you dont want to burn the oil, only fuel.

Back in the day engines did not use breathers, they dumped directly on the ground from a hose. This is why you see solid black lines on the road in old movies. Just watch the begining of CHiP'S and you'll see what I mean.

On a stock engine, breathers will do little besides looks

catch can

catch cans are good especially for turbod engines, since the pressure can illicit increased blowby- oil vapors from coming out the crankcase and through the pcv valve. these vapor eventually turn into liquid form and can clog up your intake manifiold.
i have a catch can in line with my pcv line

You're in CA though, you won't pass smog with that on your car. If you don't mind taking the chance with getting pulled over and having a cop ticket you for it then it is easy enough to change out before your trip to the smog station.
