EX quarter mile time

EX quarter mile time
Is it possible for a 1995 ex with bolt on parts like CAI, 4-2-1 header, fuel regulator, & wires to pull the quarter mile in low or even high 14’s?

my best time for me EX was 17 flat, with intake, cat-back, cam gear(not really tuned was at 2 degrees advanced), and fuel press. regulator. so no.
