Side skirt with Fender Trims?

Side skirt with Fender Trims?

Anyone ever seen any like that? like a sideskirt and then it continues onto the fender well, but not like a whole fender flare, just the inner part of it.
Anyone knows who makes those?
it's for 99 sedan
