Driver is really everything, but with 2 drivers at the same level, the GSR will win.
I agree that a GSR in general is faster than an Si but there has been documented cases of Si w/ mild bolt ons and good drivers dipping into the 14s, from a roll a gsr will take the si due to the extra tourqe right off the bat, I have't lost to an Si but I'm a decent driver so that could also have something to do w/ it 
To me, the GSR is just better and I'm not being biased, I love the look of the si, it just needs more tourqe for that size of a car, thats all...I used to love the B16A and it's still a great engine just it's not a B18C, and it took me owning one to realize that, the main reason I used to beat a lot of GSRs in my old B16AHB wasn't just the power to weight it was the fact that I could drive, I knew how to lauch (which is a little trickey in the Si) but I also ran up on a lot of incompetent drivers, I realized this at the tracka few weeks ago when I was beating a few of the B16A pwrd HBs in my full leather interior and system GSR...they were gutted just haven't really learned how to launch their car. Does this help?
