Default Fuel Problems

So here is the deal, 95' Honda civic with simple mods, exhaust-intake. The car is running a little bit warm, is burning a little bit of oil, but there are no leaks. I checked my plugs and they are grayish white, car is running lean. When I drive in the rain the car runs rough and the exhaust rattles. I think my problem may be a bad sensor (map maybe) but i'm stumped, also only 73,000 miles.
How can I fix the bad air-fuel mixture?? The ecu is good and I have reset twice. :werd: any help would be appreciated.

Get a fuel pressure regulator and turn up the pressure?
