Default Low Beams

I've had this problem before. I replaced my Multi-function switch about 8 months ago because my low beams were not working but everything else was. I am having the same problem with the new one I put in, also my electrical connector was melted a litttle. My question is what could be causing the switch to short out?

If have a short circuit, a wire is probably grounding itself somewhere.
