Default civic revs on its own at idle ?

I have a 97 civic ex that is overheating, idle with full oil and coolant.

Today I noticed something new: when I turned the AC off, the RPM started repeatedly climbing and falling as if I was pumping the accelerator. Approximately +500, -1000, +500, repeated in one second intervals, so pretty significant in size and frequency, obviously not normal. Turning the AC button back on stops the fluctuating RPM altogether. I've seen plenty of "revving while idle" posts where turning the AC on caused the problem but never the opposite as I'm experiencing.

Anyone have any idea what might cause this?

yea probably, clean that sucker out with some carb/intake cleaner. If that doesn't work, who ya gonna call?... Ghostbusters

Could also be from air in the cooling system. Bleed the coolant first then check the iacv.
