Mostly correct. I have bought alot of stuff from eBay...even from people with some negative feeback. The trick is this: read the negative feedback and also the sellers response. Almost always, it's because the buyer didn't pay in full or something like that - not the sellers fault. If the seller has like 1000 green and 11 red, you're going to be okay.
