American distributor, so pretty much any spring rate Eibach makes in the appropriate size is available.
When he calls to order them, he can talk to the rep and tell him exactly what he wants (street, autox, roadrace, etc) and they'll help him choose the best spring rates. But careful, they sometimes get a bit impatient.
They also have kinda generic recommended spring rates for just all purpose street/nice handling/occational autoxing. I believe their recommended spring rates for my car were 380f/275r. A bit on the safe/understeer side, but probably much nicer than the average springs or coilovers around.

with your setup... 350F/400R, does that give you more understeer or oversteer?

too high of a rear spring rate can make things tricky on snow/ice/gravel though... if it will be primarily a street car, I'd stay on the safe side--although there are some folks around here that have rear spring rates of 600lbs+

This setup will make the car more neutral (getting rid of understeer). But I'm thinking of switching the springs around, to keep the car from diving under braking, and getting a larger rear sway bar.

Theres a cool idea. Do you have the stock SI sway bar?
The other nice thing about GC, is if you have the coilovers(perches), you can get replacement springs for $50/spring. Ive been thinking about getting a summer set and a winter set, but I'm far to poor for that now.

They don't really classify it like that. You just tell them what handling and ride characteristics you want, and they help you choose the appropriate springs. So it all depends on what your friend wants from his suspension. btw what car does he have? (year and body type)

i just check on GC's site. it's $299 +$10 per springs when you buy that koni specific mount, which is about $339. damn that's pretty steep.
