can a 99-00 civic si climate control fit in a 98 civic ex? are the wires harness the same, just plug and play?

its not plug and play due to the fact that 96-98 climate controls
are 'slider' style and the 99-00 are 'rotary knob' style controls

i have seen it done in only a hand full of 96-98 civics and is something
that takes alot of time, patience, and a little bit of money
