Default noise and smoke

I have a 98 civic si (CAN) and when I started it today there was a loud skreetching noise and smoke comming from around the alternator is my alternator shot or do I need a new belt ????

belts are cheap. Try it first then move
Toward the more expensive options.

Belt, for sure. It may have gotten worn a little and was too lose to grip the pulley and just kept slipping. Or it could have been wet, and just kept slipping on the pulley grooves.

its definatly the belt burning im more or less hoping the alternater has not locked up

Just replace the belt and make sure it's not too tight or too loose...
