Cam, and even pistons if you're willing to rip the motor apart...

Price per horsepower there's nothing better than forced induction.

Intake, exhaust, and header will probably get you about 10-15hp on a good day - really nothing to sneeze at. Those who say you can feel 10-15hp are only kidding you with their butt dynos.

Yeah, butt dyno, aka their ricey sound makes their ears think they are going faster.

Engine swap or nitrous for any noticeable gain without a turbocharger.

The answer depends on why, precisely, you don't want to go turbocharged (as well as which motor you have - there are three common engine choices that year, as well as a few rarer options and a lot of possible swaps). Class racing rules, a low budget, or wanting to keep the car reliable can all rule out many other mods besides a turbo.

Then be prepared to spend a boatload of money.

And 1.7 sohc? That doesn't belong in your car... are you sure it's not a 1.6? Either that or you've got an 01+ civic.
