Default Timing Check question

Hi,

I have been checking the timing on my d16y8 without jumping the service check connector located under the right kick panel.

What difference would jumping the service check connector make? The service manuals don't seem to supply the reason why this connector needs to be jumpered for checking the timing.

If you jump the scs it keep the ecm from altering the timing.
