Default Emergency brake issues. (E-Brake E brake)

Pull up on emergency brake and passenger side rear wheel locks like it's supposed to, but driver side spins freely... What and where do I need to check?? Details and/or diagrams of steps to troubleshoot would be helpful. Any place I can find any online manual or diagram?

Disk or drum? The drums you can adjust(take off the drum in between the 2 shoes their is a rod you spin this rod). Disk look at the e-brake cable and inspect the rod on the caliper some times thy get stuck off.

They are drum. I don't know how to take off the drum. Is there an online manual or howto that can be downloaded?

just pound the drums off with a hammer. you can also try adjusting the ebrake cables.. just remove the ebrake counsel and there is an adjusting nut..
