I'm pretty sure no civics had a cabin filter until 2001.
5th gen civics definitely do not, but you can clean out the blower motor. It is behind the glove box.
I've had a dealership try and get me to replace the one in my car, so its possible that either A) the 96-00 civics have them, or B) the guy is full of shit.

its a toss-up, either way...
i choose B. i had replaced my the evaporator for the a/c before and saw no filter on my 00 ex. Also no where in the car's manual or the helm manual does it mention a cabin air filter. So 96-00 civic definitly have no cabin air filter.
There's a write-up on honda-tech.com that shows you how to take apart and clean your blower motor. I plan on doing this soon since leaves and other crap can get in there from the cowl.
haha theres deff no cabin filter because in the summer if i turn my blower to full a ton of dried leaves and stuff shoots through the vents..ugh i hate it
