Default 99 Civic SI Problems...

Ok, so my 99 SI is having issues, so I was wondering if anyone could help me out...here are the problems:

@ about 4,000 RPM or higher, the car makes a noise like its releasing air or something is rubbing and its like a rythmic sound which appears to be coming from somewhere on the driver's side of the motor

When you reach vtec the power decreases instead of increasing...

I ran a diagnosis and the car is giving me codes P1456 and PO420, so I dont think these would affect the vtec power or cause that awkward sound?!

I also changed the spark plugs yesterday thinking that could be the problem, but that didn't seem to be it either!

Does anyone have any idea what could be possibly wrong with my motor?

See if you have the correct amount of oil in the motor first, then I would see what the codes are.
