Default Removing the Door Panel

I have a 1999 civic 4 door w/power locks and keyless entry. Since I bought the car the power locks have not worked. Just recently the driver side rear door lock would not move up or down manually and the door is locked. I have tried removing the door handle cover plate to gain access to the bar that goes from the latch to the pin where you can lock/unlock the door and it will not budge. I am guessing that the rod is somehow disconnected down by the latch? Is there any way to remedy this or get the door panel off while the door is locked? Or is the door permanetly locked?

Start at the bottom of the door panel and just pull. The panel is held on by plastic push-in clips. Just pull on the panel and it will pull off (after you have the handle and the hand-pull unscrewed, of course)
