Default can i replace my catalytic converter?

Just wanted to know how difficult it would be to change the catalytic converter in my 89 honda civic? I have some experience working with cars but have never had to do this. Reason for the change is my vehicle failed the NOx part of the AirCare emissions test.
Any help or advise would be greatly appreciated.

if you buy a direct fit cat all you need are handtools and lots of penetrating lube

There's a guy on CL that's selling them for $89 installed. Says they're the weld on kind. Can a good CAT cost that little?
